Thank you in your interest in being a Board Member of the Eastern Iowa Human Resources Association.  By being a board member, you become part of the team that guides our chapter and its members through the year’s programs, events and activities. PRESIDENT

The PRESIDENT, is an elected Officer of the Chapter, is a responsible member of the Chapter’s Board of Directors and must conduct the business of the Chapter in accordance with the Chapter Bylaws and take part in discussion and action on all business of the Chapter.

The PRESIDENT provides leadership to the Chapter consistent with state, regional, and SHRM policy, strategies and objectives and effectively operates the Chapter so that the needs of the members are met.  The PRESIDENT performs other duties as required by the Chapter’s Bylaws and serves as a voting member of the State Council.

It is assumed that this position will transition to Past President in the year that follows.

Responsibilities

  • Preside over the activities of all officers and directors, as well as standing committees, to ensure the accomplishment of Chapter goals, objectives, and strategies.
  • Monitor the use, accounting, and handling of the Chapter funds.
  • Chair all meetings of Chapter officers and members.
  • Participate in/Lead the development and implementation of short-term and long-term strategic planning for the Chapter.
  • Represent the Chapter in the human resources community.
  • Attend State Council meetings and actively participate in State Council matters.  Provide information to State Council as an elected representative of the Chapter.  Appoint proxy to attend State Council meetings when unable to attend.
  • Maintain communication with the State Council Director and the SHRM Regional Team.
  • Communicate state, regional and/or SHRM’s goals, policies, and programs to Chapter members.  Represent the State Council to local Chapter leaders and the membership.
  •  Attends 80% of board meetings and 50% of program meetings.
  • Participate in 75% of conference calls from National and State SHRM if they are available to this position.
  • Attends SHRM Leadership Conference.
  • Attends State Leadership Day to help with strategic planning process.
  • Participate in all conference calls from National and State SHRM.

Requirements

  • Must be an SHRM member in good standing for the entire term of office.

PRESIDENT-ELECT

The PRESIDENT-ELECT, as an elected Officer of the Chapter, is a responsible member of the Chapter’s Board of Directors and must conduct the business of the Chapter in accordance with the Chapter Bylaws and take part in discussion and action on all business of the Chapter.

The PRESIDENT-ELECT assists the President in overseeing all the activities of the Chapter and in the absence of the President, performs all the presidential responsibilities. 

The PRESIDENT-ELECT educates, promotes and represents the interest of the SHRM Foundation and its activities to the chapter membership.

Responsibilities

  • Performs duties of President in his/her absence.
  • Upon request, assist all officers in performing their responsibilities.
  • Assists the organization with special projects and events.
  • Assists President with SHAPE process to ensure the Chapter is meeting goals set forth. 
  • Perform all special projects as assigned by the President.
  • Participate in the development and implementation of short-term and long-term strategic planning for the chapter including active participation on the strategic planning committee. 
  • Educate the chapter regarding the purpose and ongoing activities of the SHRM Foundation including the Foundation’s newest education resources, the status of the annual campaign and upcoming deadlines and events.
  • Encourage the chapter membership to contribute financially to the SHRM Foundation as a show of support for the human resource profession.
  • Encourage the chapter membership to support an annual chapter contribution to the SHRM Foundation by the chapter.
  • Attends 90% of board meetings and 50% of program meetings.
  • Attends SHRM Volunteer Leadership Summit. 
  • Attends State Leadership Day to help with strategic planning process.
  • Participate in the SHRM Foundation Core Leadership Area webinars.
  • Participate in all conference calls from National and State SHRM (if appropriate).
  • Represent the chapter in the human resources community.

PAST PRESIDENT

The PAST PRESIDENT, as an elected Officer of the Chapter, is a responsible member of the Chapter’s Board of Directors and must conduct the business of the Chapter in accordance with the Chapter Bylaws and take part in discussion and action on all business of the Chapter.

The PAST PRESIDENT advises the President and other Officers and members of the Board of Directors regarding past practices, general operations, and other matters to assist in the smooth operation of the chapter.

Responsibilities

  • Act as advisor to EIHRA Board of Directors regarding past practices and operations in accordance with Chapter’s bylaws.  
  • Provides onboarding education for all incoming Chapter Board of Directors.
  • Upon request, assist officers in performing their responsibilities.
  • Accumulate information all year about the chapter and compile it for the SHRM Affiliate Program for Excellence (SHAPE) Year-End Report submitted to SHRM by January 31st each year.  Submission to the year-end report is required by SHRM and covers the previous calendar year.
  • Prepares submissions for chapter Pinnacle Award nominations, due September 1, if applicable.
  • Participate in the development and implementation of short-term and long-term strategic planning for the chapter.
  • Attends 95% of board meetings and 50% of program meetings.
  • Represent the chapter in the human resources community.

TREASURER

The current treasurer’s term expires in 2023.  No election for this position in 2022.

The TREASURER, as an elected Officer of the Chapter, is a responsible member of the Chapter’s Board of Directors and must conduct the business of the Chapter in accordance with the Chapter Bylaws and take part in discussion and action on all business of the Chapter.

The TREASURER acts as financial officer and advisor to Chapter Board of Directors, maintains the Chapter mailbox and distributes mail to the appropriate Officer or Chairperson, sends dues notices and other invoices to members and files appropriate forms and information with the IRS.

Responsibilities

  • Assess the financial implications of proposed actions by the Board of Directors and inform the committee prior to final decisions being made. 
  • Observe the financial direction of the Chapter, recognize possible financial problems, and bring such problems to the attention of the Board of Directors for action.
  • Receive, hold, and safeguard in the capacity of trustee and financial agent, all funds for the Chapter.  Disburse such funds in a timely manner only for normal and usual uses unless the Chapter’s Board of Directors shall otherwise direct. 
  • Creates and distributes financial reports two days prior to board meetings and reports financial status to Board at every Board meeting.
  • Files tax exempt information with IRS including Bi-Annual Report.
  • Prepare budget with the Board by January 31st.
  • Communicate with bank on any questions from Chapter.
  • Checks P.O. box and distributes mail.
  • Participate in the development and implementation of short-term and long-term strategic planning for the chapter.
  • Attends 80% of board meetings and 50% of program meetings.
  • Participate in 75% of conference calls from National and State SHRM if they are available to this position.
  • Represent the chapter in the human resources community.

SECRETARY

The SECRETARY, as an elected Officer of the Chapter, is a responsible member of the Chapter’s Board of Directors and must conduct the business of the Chapter in accordance with the Chapter Bylaws and take part in discussion and action on all business of the Chapter.

The SECRETARY takes minutes of Chapter meetings, provides notices of meetings and general correspondence and maintains chapter records and history.

Responsibilities

  • Upon the advice of the President, the Secretary may issue notice of Officer and Board of Directors’ meetings.  After consultation with the President, the Secretary may prepare copies of the agenda for such meetings eg: transmit all necessary annual election information to the membership.
  • Transmit all necessary annual election information to the membership and advise SHRM through the use of the online Chapter Leader Information Form (CLIF).
  • Maintain a record of attendance and prepare the minutes of regular EIHRA Board meetings.
  • Serve as Chair of the Bylaws Committee.
    • As Chair of Bylaws Committee, review bylaws and recommend any needed changes to Board of Directors. 
  • File in the Chapter Administration Guide or other permanent record:
    • Those original Chapter bylaws and dated copies of each amendment to those bylaws.
    • A list of current officers, committee members, and general membership.
    • Copies of all Chapter publications.
    • Approved minutes of all Board of Directors of directors and membership meetings.
    • Chapter Charter
    • Legal documents such as IRS Letters of Determination, Articles of Incorporation 
  • Participate in the development and implementation of short-term and long-term strategic planning for the chapter.

WORKFORCE READINESS CHAIR

The WORKFORCE READINESS CHAIR, as an appointed Chairperson of the Chapter, is a responsible member of the Chapter’s Board of Directors and must conduct the business of the Chapter in accordance with the Chapter Bylaws and take part in discussion and action on all business of the Chapter.

The WORKFORCE READINESS CHAIR monitors and evaluates on a continuing basis local activities concerning workforce readiness issues and plans and encourages chapter involvement and activities impacting the workforce readiness arena.

State Council Workforce Readiness Director

Responsibilities:

  • Serve as advocate and program coordinator for Chapter workforce readiness activities. Develop and support workshops and seminars that address workforce readiness issues
  • Partner with local schools to share information.  Contact local workforce readiness coordinators within the schools to discuss initiatives.  
  • Identify and evaluate issues that impact workforce readiness and develop goals for Chapter workforce readiness strategy.
  • Serve as a resource for Chapter members on workforce readiness issues and provide leadership to the Chapter on education issues.
  • Monitor local activities concerning workforce readiness and provide timely information on education issues to the Chapter President and State Workforce Readiness Director.
  • Provide special recognition for Chapter members and for local programs that promote betterment of the local workforce through educational process.
  • Respond to any other requirements of the Chapter President and State Workforce Readiness Director. 
  • Participate in the development and implementation of short-term and long-term strategic planning for the chapter.
  • Attends 80% of board meetings and 50% of program meetings.

WEB CHAIR

The WEB CHAIR, as an appointed Chairperson of the Chapter, is a responsible member of the Chapter’s Board of Directors and must conduct the business of the Chapter in accordance with the Chapter Bylaws and take part in discussion and action on all business of the Chapter.

The WEB CHAIR creates and/or maintains chapter web site.

  • Must be literate in HTML, FTP, and web editing tools. Www.EIHRA.org is currently a WordPress site. 

Responsibilities:

  • Develop and maintain EIHRA web site and uploads site to web server. 
  • Procure and maintain a third party web server and domain name registration. 
  • Edit web pages, post PDF files, create new links, post SHRM and Chapter information as needed to keep web site current. Including turning on/off registration tab for EIHRA monthly meetings.
  • Respond to member questions and problems from website and delegate to the appropriate Officer or Chair, as needed.
  • Communicate with Chapter Board of Directors to make sure all information on the web site is current and accurate.
  • Create, as needed, web-based response forms for surveys, etc.
  • Participate in the development and implementation of short-term and long-term strategic planning for the chapter.
  • Attends 80% of board meetings and 50% of program meetings.

STUDENT LIAISON CHAIR

The STUDENT LIAISON CHAIR, as an appointed Chairperson of the Chapter, is a responsible member of the Chapter’s Board of Directors and must conduct the business of the Chapter in accordance with the Chapter Bylaws and take part in discussion and action on all business of the Chapter.

The STUDENT LIAISON CHAIR manages the internship program, and college outreach efforts.

State Council College Relations Director

Responsibilities:

  • Develop scholarship application evaluation criteria and design the appropriate materials.
  • Promote the scholarship program and internship program to local colleges and universities.
  • Evaluate applications and recommend recipients.
  • Make recommendations on changes to scholarship program (i.e., scholarship amount, number of recipients).
  • Oversee the Internship and/or Mentorship Program.  Send out requests to local HR professionals/Chapter members requesting internship postings.  Forward openings to members of local student chapters or to faculty members.  
  • Communicate with local faculty/colleges to provide classroom visits to discuss HR topics, the Chapter, internships/scholarships, SHRM membership, etc.  Act as mentor to college students seeking a career in HR.  
  • Recommend community service projects to be supported by the Chapter.
  • Maintain and support EIHRA Student Chapters.
  • Promote opportunities for students to be present at EIHRA and visa versa.
  • Participate in the development and implementation of short-term and long-term strategic planning for the chapter.
  • Attends 80% of board meetings and 50% of program meetings.

PUBLIC RELATIONS/NETWORKING CHAIR

The Public Relations/Networking Chair, as an appointed Chairperson of the Chapter, is a responsible member of the Chapter’s Board of Directors and must conduct the business of the Chapter in accordance with the Chapter Bylaws and take part in discussion and action on all business of the Chapter.

The Public Relations/Networking Chair directs all the marketing and public relations activities of the chapter and creates and maintains a favorable image of EIHRA working for the professional development of its members by:  (a) keeping membership informed of chapter projects, activities and upcoming meetings, and (b) disseminating relevant professional information viewed as beneficial to the members.(c) manage the chapter’s community outreach efforts.  Promote awareness of the purpose and actions of the chapter through ongoing communication efforts and branding initiatives using the social media tools.

Responsibilities:

  • Provide timely and comprehensive information to Chapter members about programs, workshops, and other matters of interest via Chapter publications. 
  • Provide timely and comprehensive information and other matters of interest about the EIHRA to external resources.  Promote EIHRA in the community.  Recruit assistance from the membership and the Board for articles, survey questions, etc.
  • Handle all press releases.
  • Oversee the Marketing Committee to help with marketing the chapter.
  • Create and maintain all forms, documents, folders for EIHRA.
  • Work with the Chapter Membership Chair to increase membership in Chapter.
  • Communicate with local media sources to ensure community awareness of Chapter activities and events.  Write and submit short Chapter-related or HR-related news items for local newspaper or business paper, website and LinkedIn.
  • Plan Chapter and community event (may be in partnership with other entities) to provide opportunities for our members to be involved in the community.  
  • Maintain liaison with the local Chamber of Commerce, business organizations, business news writers, and other community groups.
  • Compile, edit, design, and lay out the final copy of the newsletter. Establish a reporting network, plan issue, and write the final copy (or edit copy supplied by others) for each issue.  Ensure that issues are distributed (via mail or e-mail) and placed on the EIHRA website in a timely manner. 
  • Attends 95% of meetings (both Chapter and Board).
  • Participate in 75% of conference calls from National and State SHRM if they are available to this position.

PROGRAM CHAIR

The PROGRAM CHAIR, as an appointed Chairperson of the Chapter, is a responsible member of the Chapter’s Board of Directors and must conduct the business of the Chapter in accordance with the Chapter Bylaws and take part in discussion and action on all business of the Chapter.

The PROGRAM CHAIR provides monthly and satellite programs for the chapter membership.

Responsibilities:

  • Select topics, speakers, site location, food/beverages for monthly program and satellite meetings in order to provide information on topics of broad interest to Chapter members.
  • Coordinate efforts with other members of the Chapter Board of Directors to best serve the membership.
  • Serve as resource to committee members in arranging monthly meetings.
  • Contact potential speakers and make arrangements for selected meetings and write articles for newsletters and website describing the programs.
  • Review program evaluations for feedback to be used in planning future events.
  • Work with Certification Chair to obtain HRCI certification credits for programs.
  • Participate in the development and implementation of short-term and long-term strategic planning for the chapter.
  • Attends 80% of board meetings and 50% of program meetings.
  • Participate in 75% of conference calls from National and State SHRM if they are available to this position.
  • Represent the chapter in the human resources community.

CERTIFICATION CHAIR

The CERTIFICATION CHAIR, as an appointed Chairperson of the Chapter, is a responsible member of the Chapter’s Board of Directors and must conduct the business of the Chapter in accordance with the Chapter Bylaws and take part in discussion and action on all business of the Chapter.

The CERTIFICATION CHAIR manages the chapter’s certification study program, encourage members to become certified and recertified, and increases the number of chapter members who are certified SHRM-CP and SHRM-SCP.

Requirements:

Chapter certification director must be certified by SHRM.

Responsibilities:

  • Lead, plan, and arrange for speakers and materials at the Certification Study Group meetings.
  • Make announcements about benefits of certification and/or provide newsletter copy or web site text on benefits.  
  • Provide information about the Chapter’s Certification Study Group at membership meetings and in the newsletter.
  • If there is no Chapter study group, provide information to members about alternative study methods.
  • Recognize at meetings those who pass the test.
  • Forward a list of SHRM certified members to the Chapter’s Membership Chair and Public Relations Chair for publication on the website and in the newsletter.
  • Provide information about recertification to members including online tracking program.
  • Provide information about any changes in recertification requirements, changes in exam policies, changes in cost of exam, etc.
  • Work with the Program Chair to secure SHRM and HR Certification Institute approved-for-credit status for applicable Chapter programs.  
  • Maintain communication with the State Council Certification Director
  • Participate in the development and implementation of short-term and long-term strategic planning for the chapter.
  • Attends 80% of board meetings and 50% of program meetings.
  • Participate in 75% of conference calls from National and State SHRM if they are available to this position.

MEMBERSHIP CHAIR

The MEMBERSHIP CHAIR, as an appointed Chairperson of the Chapter, is a responsible member of the Chapter’s Board of Directors and must conduct the business of the Chapter in accordance with the Chapter Bylaws and take part in discussion and action on all business of the Chapter.

The MEMBERSHIP CHAIR manages the membership function to successfully achieve an increase in chapter membership and maintains the chapter’s membership database to produce a print or online annual membership roster/directory and applicable addendums.

Responsibilities:

  • Develop strategic plan to recruit and retain members (At-large members and/or calling campaign). Strive to meet State and National membership goals.
  • Promote incentives to increase membership including overseeing the membership strategic committee.
  • Carry out ad hoc assignments of President (e.g., membership promotion, recommendation of membership criteria changes, etc.)
  • Maintain monthly list of new members.  Enter the new members into the Chapter member database.  
  • Respond to requests for information about membership through telephone calls, personal contacts, and correspondence.
  • Notify each applicant in writing of membership status; contact applicants from whom more information is needed to evaluate application.
  • Send membership dues notices.
  • Check periodically with members whose email addresses no longer work to obtain their updated information.
  • Publish the membership directory either on the Chapter website or in print form.
  • Obtain quarterly lists of at-large members (SHRM members who are not members of any Chapter) in your area through the online request form.  Source those lists to invite at-large members to your Chapter events.  
  • Conducts check-in at Chapter meetings. 
  • Attends 80% of board meetings and 50% of program meetings.
  • Must find a fellow chairman to help with program meetings if unable to attend.

LEGISLATIVE CHAIR

The LEGISLATIVE CHAIR, as an appointed Chairperson of the Chapter, is a responsible member of the Chapter’s Board of Directors and must conduct the business of the Chapter in accordance with the Chapter Bylaws and take part in discussion and action on all business of the Chapter.

The LEGISLATIVE CHAIR monitors and evaluates on a continuing basis pending legislative, regulatory and legal action at the federal, state, and local level that may have an impact on the management of human resources. Present a legislative report or update to chapter president and fellow chapter members. Inform elected officials of SHRM’s position on legislation affecting the human resources profession.  Work in close cooperation with State Public Affairs Director and the Senior Associate, State Affairs at SHRM headquarters in carrying out these responsibilities.

State Council Legislative Director

Responsibilities:

  • Maintain contact with state legislators and Member of Congress.
  • Monitor state and local government activities and provide timely information on public policy issues to the Chapter President, Board of Directors of directors and membership.
  • Work in close cooperation with the state council legislative affairs director and SHRM’s Governmental Affairs Department.
  • Serve as a program speaker and advocate at Chapter activities or other professional meetings.
  • Develop and support workshops and seminars that address public affairs issues.
  • Respond to any other requirements of the Chapter President and State Council Legislative Affairs Director.
  • Inform chapter members about SHRM’s Advocacy Team (A-Team) program and how to use the letter-writing feature of the HR Policy Action Center under the “Legal Issues & Public Policy tab on the SHRM website.
  • Distribution legislative information in a timely manner.
  • Promote within the Chapter increased knowledge and activities for influencing legislation.
  • Write regular legislative updates for Chapter newsletter and Chapter website.
  • Participate in the development and implementation of short-term and long-term strategic planning for the chapter.
  • Attends 80% of board meetings and 50% of program meetings.
  • Participate in 75% of conference calls from National and State SHRM if they are available to this position.
  • Represent the chapter in the human resources community.

DIVERSITY CHAIR

The DIVERSITY CHAIR, as an appointed Chairperson of the Chapter, is a responsible member of the Chapter’s Board of Directors and must conduct the business of the Chapter in accordance with the Chapter Bylaws and take part in discussion and action on all business of the Chapter.

The DIVERSITY CHAIR monitors and evaluates on a continuing basis local activities concerning diversity issues and spearheads the effort to diversify the Chapter’s membership/leadership and to publicize successful diversity programs in the local community.

Responsibilities:

  • Develop and/or distribute information and materials to Chapter members to promote diversity in the workplace.
  • Publicize to Chapter members examples of successful diversity efforts being undertaken by Chapter members in their particular workplaces.
  • Identify minorities and other individuals with diverse backgrounds in the local area who might be interested in joining the Chapter.
  • Identify current Chapter members with diverse backgrounds who might be interested in volunteer leadership opportunities.
  • Be available for presentations if and when appropriate, or help to identify both diversity programs/speakers for conferences or Chapter programs and speakers with diverse backgrounds for conferences or Chapter programs.
  • Network with other diversity directors from other Chapters within the state.
  • Coordinate efforts in developing diversity initiatives that can serve as models for other Chapters.
  • Participate in SHRM Diversity Core Leadership Area conference calls and webcasts as available.
  • Participate in the development and implementation of short-term and long-term strategic planning for the chapter.
  • Attends 80% of board meetings and 50% of program meetings.
  • Participate in 75% of conference calls from National and State SHRM if they are available to this position.
  • Represent the chapter in the human resources community.
